From Rotterdam Central Station, you can take either the metro (Lines D and E) or the tram (Lines 3 and 5) to the new Luxor. Get off at the Wilhelminaplein stop.

Follow the A13 toward Rotterdam, then continue on the S113 and the S100 via the Statentunnel and Westzeedijk. Then take the Schiedamsedijk (S122) to the Wilhelminakade, turn left onto the Edam, and then onto the Otto Reuchlinweg, where the Luxor Theater is located.
